Abstract:
Under what conditions is consultation relatively likely to be characterized by transparency, participation, and responsiveness? In this article, we address this question in the context of the notice and comment process in Hong Kong. We collect, code, and analyze information about more than 500 consultations conducted by the Hong Kong government over a 25-year period. This information makes it possible to evaluate the degree to which benchmarks of transparency, participation, and responsiveness—derived from previous research and experiences—have been met in Hong Kong notice and comment policymaking since the transfer of sovereignty from the United Kingdom to the People’s Republic of China (PRC).
Keywords: Hong Kong notice and comment policymaking, transparency, participation, and responsiveness, since 1997
